I think I can answer my own question. Andrew Lloyd Webber was sued by the Puccini estate for plagiarizing this melody and settled out of court. Apparently Lerner and Lowe may also have plagiarized it.
The first stage musical of Gaston Leroux's The Phatom of the Opera was staged in 1976 and its music was written by Ian Armit and the original English lyrics written by Ken Hill. In 1984 Hill revived the musical and wrote original lyrics placing them to opera arias by Gounod, Offenbach, Verdi, Weber, Mozart, Donizetti, and Boito. Andrew Lloyd Webber wrote music and Charles Hart wrote the original English lyrics to the better known stage musical that is Andrew Lloyd Webber's The Phantom of the Opera which opened in 1986, and which was inspired by the Ken Hill musical, and also bases on Gaston Leroux's original novel.
