It depends on a lot of things. There are some student concert flutes you could get for under 100 dollars; heck, I have an Amazon-loving friend who has a 20-dollar Flute from some dubious Chinese company. Unfortunately, those don't sound as professional as hand-made flutes, such as by Powell, or even a Yamaha. If you're looking for a student flute that won't break every five minutes like the one said deal-loving friend owns, you'll be out probably about 300-500 dollars, unless it's used. My first flute was a used student Yamaha I got used from Music&Arts for about $200. Right now, I use a Di Zhao flute that was 1070 dollars and is still an intermediate student flute.

Flutes and piccolos are more than similar. They are both a part of the flute family. Think of the piccolo as a tiny flute replica (or a baby flute). The piccolo is made smaller than the the average concert flute so that the player can achieve higher notes with much more ease, comfort, and reliable tuning. This means that the piccolo can play some high notes that the concert flute can not play but the concert flute can play some lower notes that the piccolo can not play.
