Sometimes (especially in Jazz charts) the parts are written an octave above the actual sounded note, the same as music for a Contrabass Violin (String Bass) or Bass Guitar. For what is called "British Brass Band Music" the Tuba part is usually transposed into the Treble Clef, so the part for a BBb tuba will look different than a part for an EEb tuba.

Uhmmm... Because celli and violas don't make as much sound as tubas, and you can have only one tuba in the whole orchestra, and have it overpower all of the other instruments, but when you only have one cello, it's hard to hear them~same with the violas.
