IF you can get a license, you should be able to start a radio station for as little as $10,000. That of course, depends on your transmitter, antenna arrays, transmitting power and whether or not you intend to buy all new, or used. It all varies, depending on your requirements.
A couple million or more, but it also depends where it's at and the size/power of your transmitter and land.

If by "use" you mean to purchase air time, the cost varies with each station. Call the station you're interested in "using" and ask to speak with their Sales Manager. Tell them what you're interested in doing and have them send you a "rate card."

If you have to ask, then it's more than you probably have in capital. If it's anything like the UK, you will have to contact the authority in charge of allocating radio bands. Have you thought about Internet Radio? Much more cost effective, and just as big an audience if you can attract them
