I believe you are refering to chameleon paint and the paint costs about $600 a pint usually. You Usually need about 2 gallons for a whole vehicle so you are looking at about $9000 in materials plus probably $5,000 labor. They make some cheaper chameleon paints but the quality is not as good.

Mixing a small amount of white paint with purple paint will give you a shade closer to blue. Alternatively, adding a touch of green paint can help shift the purple towards a more blue hue.
Red and Blue would form purple - as you add more blue into the mixture the colour created would be a darker purple, you can also add TINY amounts of yellow to create a brown/purple outcome, too much yellow to the mix would create a dirty looking green.

To get red paint, one can use blue and purple paint. One can use red and yellow to then make orange. Blue and yellow will make green paint. Red paint can also be purchased.
