Traffic fines are regulated by the municipality in which the violation occurs. A person can find out the amount of the ticket and court costs by contacting the clerk of traffic court.
This is a partial answer. If you mouth off to the officer your ticket cost is problably going to be higher than that of someone that is nice to the officer. How do I know this? Cause I went to driving school with a lady that got the exact same ticket that I did (she showed me her ticket), but she was stopped by the officer in front of me. As I sat there waiting for my turn to be written up (35 in a 25) I heard her yelling at the officer. My fine was $55.00 her fine was $240.00. Moral of the story? It pays to be nice to mister policeman!
