Justin Bieber is over 18. He has said in the past that he will date people between 13-20, but if he were to date somebody that young it would be very public knowledge and create a lot of outrage. His manager, mother, or record company would never allow him to do that.

It doesn't matter whether you're white, black or purple, pretty or ugly, skinny or fat, or anything else. Justin Bieber probably wouldn't date anybody under 18 as it would cause many legal problems, since some states have laws that could have him arrested for basically anything he did to somebody under 18. There would be no need for him to date someone so young anyway. He isn't going to date someone who is a lot younger than him, very immature and just started puberty. The younger you are the less relationships work.

Big age gaps when you're a teenager cause too many legal problems. Comparing other adult celebrities to this situation doesn't work. Bigger age gaps between adults doesn't come with legal problems.

Finally, although Justin Bieber has said he would date a fan, the chances of this are next to nothing. He doesn't have enough time to get to know his fans well enough that he would date one of them.
