"Friday" was what the music industry calls a vanity project, which means the artist (or, in Black's case, her family) pays the entirety of the production cost. And, though the song is undeniably awful and the music video is embarrassingly bad, it is rather obvious that it's quality (production-wise, that is) is rather high, especially for a teenager who has never released music before.

tl;dr: Because Black was (at the time) an unknown, no real record company would pay for a video with a high production cost like "Friday". Therefore, the artist must pay and Black herself has no money, her family must have paid.
