How would you make Katy Perry's candy dot dress from California Gurls?

Buy a cheap white strapless tube dress. Buy strips of colored fabric, sew them together for the skirt. Sew a basting stitch across the top of the colored stripes once they're sewn together to scrunch the material. Then sew the colored skirt to the dress (hem the dress if it's too long). Buy some felt material and embellishments to make different pastries, and YouTube videos on how to make them, or joannes has some iron on embellishments that would work just as well. Sew any additional buttons, embellishments, or sparkles for finishing touches. Oh! Don't forget the blue wig!! Lol :)

I was thinking of a white tube dress as the base and making the balls by cutting stress balls or Styrofoam balls in half and spraying them with latex paint; however, I'm stumped at how to attach them. If I just use a bit of hot glue to attach it in the center, then the dress can stretch but the balls will be floppy around the edges. If I glue the whole ball half down to the dress, when I put on the dress and it stretches, either it will look funny and/or the balls will fall off.

Any ideas?
