I am 21 and I still have my provisional license. I havent gotten around to updating it to a basic license yet and it expires in September of 2009. Is it legal to drive out of state with it?

I would go get it changed asap. As long as that little yellow strip is at the top of your license you have to follow all the rules still, doesn't matter how long you've had it for.
