The conductor, if there is one; otherwise, the soloist (in a concerto) or the leader of the orchestra (=the leader of the first violin section) will set the tempo.
He gives the tempo, but he also controls his musicians, tells them to be more expressive, louder, go faster etc.
A conductor can make sure that everyone plays at the same beat. The conductor is usually a learned scholar of certain composers works and will offer his ideas and interpretations to the members of the orchestra during rehearsals on what he thinks the composer intended the piece to sound like. Besides keeping time, there is also the matter of phrasing, tempo changes, and dynamic changes.
The conductor is responsible to set the tempo, but the band has to take the responsibility to maintain the tempo. The percussion makes for a good metronome because of the monotonous, clear nature of the sounds produced. For example if the Tubas slow down, so does the band, if the Tubas speed up, so does the band. But one would think that as in an orchestra, where the concert master or lead first violin assists the conductor in setting the tempo, so it would also be with the concert band, where the first or lead clarinet performs exactly the same function.
They usually are pianists, but there ir no obligation, you can study conducting even if you are not a technically great performer, bur you need to hace very clear the ideas of performance and very high knowledge of the instrument of the orchestra

On my '89 Tempo, heater controls are held into the dash kinda like how the radio is held in. Since I don't know of a tool to remove the heater controls like the one for the radio, I stuck something into each hole to hold back the clip. A bit of wiggling and I had it out.
