Your best chance for doing this is going to the Ford dealer and asking them. I am sure there is some kind of governor you can put on the car if you want but it is going to cost major bucks. Just to let you know they do have programs out there that will plug into your sons car and give you a complete diagnostic of his speeds, RPM's, fuel/air, and lots of other stuff right from the computer. I can't think of the name of it off the top of my head and it might not even work with a 93 since it doesnt have OBDII. You also have to understand that he is a kid and he is going to go fast. No doubt about it. We all have done it. The bad thing is he will have to learn from his mistakes whether it is losing his license for a few months or having his insurance skyrocket. Hopefully it won't be an accident however. I learnt my lesson by getting my License revoked for a year.
