Yes. But the only reason why she mostly lip-syncs is because she can't keep up with dancing and singing at the same time, I mean try it for yourself; you might forget a lyrics or mess up in some parts. Also she doesn't use much of her voice in her songs because her label thinks her edited voice would be bettter and they also don't really allow her to make her own descisions. If you'd like to listen to some songs in which Britney uses her real voice I recommend the "...Baby One More Time" and "Oops...I Did It Again" albums and some other unreleased tracks such as Everyday and Let Go.

Yes, Britney Spears can sing. Some say that she can't, but she actually can. There are beautiful vocal performances of her on YouTube. She is not as strong of a vocalist as Christina Aguilera or Whitney Houston, but her voice is unique. However, her voice was significantly stronger when she was younger.
