Dorothy Gale was in the hot air balloon with the Wizard and with her pet dog Toto. The three were planning to use the balloon to get back home to Kansas and Omaha, Nebraska. But Toto jumped out, Dorothy followed, and the two didn't get back in before the balloon took off. Only the Wizard therefore left Oz by balloon. Dorothy ended up using the magic power of the Wicked Witch of the East's slippers to get back home to Uncle Henry and Aunt Em.
The Wizard is not good (or effective) at doing the things a Wizard does.
Patsy Cline (1932-1963) was a country singer. She was not in "The Wizard of Oz" (1939). There is no record of her appearing in any Oz production.

On the balloon it says Omaha State Fair.
Hot-air Balloon
State Fair Omaha
Hot air balloon, in two days. For the Wizard had been a ventriloquist, and then a balloonist. As a balloonist, he used to go up in the air to get a crowd of watchers who would then go and buy admissions to the circus. One day, the ropes became twisted, and the balloon wouldn't go back down. The balloon went so high that it was carried along on an air current. The morning of the second day, the balloon landed the Wizard in Oz.
The Wizard left the beautiful, enchanted, magical lands of Oz in the same way that he arrived. Many years before his meeting with Dorothy Gale, the Wizard had floated in on his hot-air balloon. Before Oz, he had lived in Nebraska. And so when he left Oz, he had on his balloon the letters 'State Fair Omaha'.
The Wizard of Oz's real name is Oscar Zoroaster Phadrig Isaac Norman Henkel Emmannuel Ambroise Diggs. In short, it spelled out O.Z.P.I.N.H.E.A.D. But the Wizard didn't like that name because it was Oz Pinhead. So, he shortened it to Oz, which he wrote on his hot air balloon when he sailed into the land of Oz.
As a young man, the Wizard lives in the environs of Omaha, Nebraska . But one day his hot air balloon drifts away to the beautiful, enchanted, magical lands of Oz. There, he lives in the Emerald Palace that he built in the Emerald City of Oz. After meeting Dorothy Gale, her pet dog Toto, and her three friends, the Wizard leaves in a hot air balloon for Omaha, Nebraska.
Omaha. But there's a mistake. For the lettering reads State Fair, which is held in Lincoln, Nebraska.
Dorothy Gale and her pet dog Toto are left behind when the Wizard leaves the lands and peoples of Oz. At the last minute, Toto jumps out of the basket. Dorothy runs after and catches Toto. But the two of them can't get back inside the basket before the hot air balloon takes off. And so it's only the Wizard who manages to leave by hot air balloon.
