No, Florida is not always covered in snow. In fact, Florida rarely ever has snow, and if ever there will be snow in Florida, it will be in the northern parts.
0 - snow has never fallen outside the winter months in Florida.
In general, Florida does not receive much snow in the winter. It is rare for snow to fall in Florida, especially in the southern parts of the state. However, some northern areas of Florida may experience light snowfall on rare occasions.

Apparently, it's going to snow all over the UK, I presume that means the West Midlands as well. As it snowed in the West Midlands last year I expect that it will snow again this year because the snow is expected to be more violent and generally worse. Obviously, I am not entirely sure. However, as I said, I assume that it is going to snow in the West Mid's. I certainly hope it does :)

No, very rarely. It might snow about once a year in northern Florida - or at least flurries. But in central Florida snowflakes are very rare, and in parts of southern Florida they have never been observed.
