Yes, it's legal -- but rather unusual. I've been a prosecutor for 12 years and I haven't heard of such a thing. Off the top of my head, I can think of a couple reasons why it might happen. Maybe he wasn't able to run your record at the time, but later in the day your information can back with some prior traffic violations or some outstanding warrants. Or maybe his supervisor chewed his ass for giving the warning instead of writing the citation. Wow, I wouldn't do it unless I was forced to do so by the boss. If I cut you loose, I cut you loose. If I found something out after the stop, it's on me.

Yes and no. Remember when it comes to tickets, it's really the cops word against yours. You would have to somehow PROVE that he didn't see you not yielding to the emergency vehicle. Before you think about that, consider this: Cops are NOTORIOUS for hiding EXTREMELY well, especially at night. This is usually how speeders are nailed amongst other types of violatiors. Not only that police are extremely keen in the eye, which is how they can spot someone run a stop sign or make an illegal U-Turn from what can be literally a mile away. This explains why when most people commit violations and are later caught, their complaint usually is that the cop was NOWHERE around when the alleged violation occured when they probably actually were. Depsite all this, ask yourself: Did you really fail to yield to an emergency vehicle when you could have safely pulled over? If you answer yes, MAN UP to your mistake, admit your guilt, pay the fine and move on.

If you were NOT cited for any violation, Then there was no violation, If the officer just gave you A verbal or written WARNING, That is not A ticket, You can only have anything done to your license if you are CONVICTED of A crime. FYI- A revoked license is not as bad as A suspended license, When your license is revoked, All you have to do is go take the test again.

From my experience, it will not go into your DMV record, but it will go into the police database. I've gotten a written warning, for a tail light which was displaying white light which I was pulled over 3 days earlier and just verbally alerted about. The verbal warning was issued when I was pulled over directly across the street from my work place at the end of the shift to document where I was that day. The written warning was issued when I was going home after work. From my experience, it goes: Warning ==> Written warning ==> Fix it ticket. Keep your vehicle in operable condition. It never appeared on my driving record, but apparently it was in the police database. (At least, that's what I can logically conclude.)
