This question could be answered differently depending on what you are looking for.
Environment-wise, most music players consume much less energy than TVs, so if you're looking to decrease your carbon footprint or be a greenie, then music's obviously your better preference.
If all you are worried about is how much each will dig into your wallet, then music may also be the cheaper one - depending on the legal legitimacy of the music you get your hands on. MP3 players cost far less than TVs. Fullstop. On the other hand, watching free-to-air TV (if you're not prepped to pay for 500 channels most of which you probably won't flick onto) may have a lower long term cost for your pocket than continually managing your music playlists.
Content-wise - then there's plenty of decent stuff in both music and on TV - it's just up to you to pick the right stuff to watch/listen to. However, while both can be for the purposes of enjoyment, TV has broad advantages over music - news, current affairs, educational/informative programs, travel shows, interactivity ... only to list a few.
Then there's personal preference.
I don't know why this question was even asked - I mean - isn't it simple? You can't go to sleep, but want to - music - practical, low energy, etc. Bored at night - TV. Want the news - TV - or radio if you're rushed for time.
In this world today - it's not so much an issue of this 'or' this - more like music 'and' TV. Music's been around heaps longer than TV, but you might notice that you can't get much TV without music.

Tests carried out showed that the majority of students listening to Mozart while doing a test got a better result as to the students who were listening to music "x" and another test was carried out where people listening to Mozart done better than people listening to no music at all. Yet another test was carried out where music "x" was played to half the class and they done worse than the other class who had been listening to nothing but the sound of the room and the occasional cough of their classmates/teacher. Wether the events were coincidences or not, I am not sure, but I am guessing some music can influence learning and memory. I hope this answers your question to some extent.
