Usually not but it depends what you're going to do with it and what kind you're getting.
If you go to a music store that sells and rents out the instrument, they'll let you try them out and see what works best for you. Some brands are harder to play than others for some people.
I used to own both a Bundy-Selmer Flute and piccolo in high school. While it worked well for me, my band instructer was always telling me my tone would be slightly better and warmer with a better brand like Gemeinhardt which is made with better quality metals. But if you're on a budget... then I would recommend the Bundy-Selmer.
If you go to woodwinds and brass winds online (wwbw.com) they have a ton of options with customer and professional reviews.

The 4-0 is a better made flute than the student model 18-0. The 4-0 is a low end professional horn.
I'd say not because clarinet is way to easy flute even sounds peaceful
A bassoon has a lower sound than a flute.
Alto flute has a lower pitch than a normal flute.
a harmony flute is like a bass flute or an alto flute meanwhile a regular flute is anything other than those types : )

A* and there is no such thing as a pocket flute. You may be confusing it with a piccolo which is significantly smaller than a flute and plays an octave above the entire Concert Flute range.
