The band met when all four were in Ireland where they all grew up. However two of the members (The Edge and Adam Clayton) were born in the UK and are British nationals hence the confusion. They also don't identify with many aspects of Irish culture and history and distance themselves from it somewhat (hence the song Sunday Bloody Sunday which criticises the violence on both sides of the Northern Ireland conflict rather than taking sides).
Adam Clayton and The Edge are Irish and hold Irish passports and do not regard themselves as British nationals. U2 do indeed identify themselves with Irish culture and make contributions to Irish art and have collaborated with many Irish musicians in the past. Above information is wishful thinking Im afraid although correct in saying that they support the peace process in the six counties.
