Generally, when replacing power tubes, you should replace both tubes (or all four) using matching pairs (or quads) of tubes. Sometimes you can get away with not re-biasing with matched tubes, but it's always best to have a technician check it out, so that the tubes are running at their optimal plate voltage (not too hot or cold).
Also you don't want to get nasty crossover distortion (not the good kind) which can happen with unbiased tubes in a push-pull (Class A/B) amplifier.
[NOTE: unless you are an experienced technician, do NOT try and bias your own amplifier. Plate voltages can be lethal! Spend the $40 for the bench fee to have someone knowledgeable do it.]
There should be a "signal out" from your board. Monitor send, effects loop. Any number of outputs from a mixer you could use to run another power amp and speakers. Some power amps have a signal out line. Do not hook the speaker outputs to another amp unless you like smoke.
Don't replace the switch yet; I would say that it sounds more like a battery cable/battery ground connection. I would recheck all these connections plus I would really inspect the starter solenoid and its connection. Power can still flow thru but the starter motor requires much more power than accessories so any weak connection will prevent your car from starting. The starter solenoid sits on top of the starter and was probably replaced as a unit, but just because its new does not mean it is not defective. Check it out.
Check for a broken wire in the harness going to the drivers door.

By power wire, I assume that you are talking about an amp or another accessory to that sort. You will have to look up behind your brake pedal toward the corner, there should be a small hole cover with a black 2-way, just push the wire through the 2-way. If you car does not have a hole that you can see, you can drill a small one in that area. -Shocker

the filter is built into the power steering reservoir . the filter cant be replaced separately . the reservoir itself should be replaced.

No attempt should be made to repair the power supply. The power supply should be replaced with a power supply of equal or greater wattage.

A computer's (PC's) power supply is a sealed unit and should be replaced as a whole - It is dangerous to try and repair the inside of that sealed unit (that is why it is sealed).
