Some will say that it isn't fair to compare because Tupac is dead, but Eminem has released 6 Albums and has 80 million record sales, and Tupac released 6 Albums while alive and then 9 more albums posthumously.
Nobody can know for sure but based on these facts, since eminem has had 9 less albums than tupac and still more sales, in the time they were both active (being equal as of now) Eminem is superior.
