Your friend may want to hire a personal defense attorney. An attorney would argue that your friend had no idea a breach of the law even occurred since a connected boat took off the mirror. The question though, is who saw this incident occur. Later on they may be a valuable witness to proving your intent.
Your friend was probably charged with leaving the scene of an accident, which is a criminal driving offense.
