She even mentions it on the book that Clay shouldn't really be on the tapes but she puts him on the tape to say she misses him and that she is sorry.
Tony didn't know she was going to commit suicide. She gave him her bike for in exchange for a tape recorder...nothing seems wrong about that.
Now, if you look at Justin Foley, I think he's the one to be blamed.
He started the rumors giving Hannah a bad reputation and people an idea to target her.
