Not sure which company actually built the first GPS hardware, but the GPS system was first developed for, and used by, the US Military (US Department of Defense) in 1973.

If you mean the National Guard, it is overseen by the National Guard Bureau, who is under the Dept. of the Army who is under the Dept. Of Defense.

The Army, The Air Force and the United States Navy all fall under the Department of Defense. The US Marice Corps falls under the Department of the Navy and the US Coast Guard has it's jurisdiction falling under the Department of Transporatation.

As of 2002 the United States Coast Guard falls under the Department of Homeland Securtity. Prior to that they fell under Department of Transportation from 1967 . Formally 1 of the 5 Armed Military Branches of Service, they can be assigned Military duties at any time by the President or during times of war by Congress when it falls under the US Navy's cognizance.
