There is a lot of debate over this, as the Saxophone has the body of a brass instrument yet the mouthpiece of a woodwind. However, they are conventionally placed in the brass section, as most feel this is the one it most resembles. It is also worth noting that very few orchestras have a saxophone section, as it has a less traditional tone to many orchestral instruments, although many notable composers (shostakovich amongs them- who is an ACTUAL legend) who use saxophones in their pieces.

Cymbals belong to the percussion section of an orchestra. Cymbals have, relative to other instruments in an orchestra, an unique timbre which allows them to be heard through the most loudest orchestrations.
Saxophones are not normally used in orchestras. There are exceptions, however, and when they are used, they are in the woodwind section.
