Charles Manson was named Man of the Year in the underground newspaper 'Tuesday's Child' in early 1970. It was reported in Rolling Stone magazine No61 on 25th June 1970 with a photo of the front cover which is where the misconception originated. I have an original copy of the magazine which names Manson as 'the most dangerous man alive' - I guess this only serves to feed the myth about them naming him man of the year
