As an entertainer (i.e. onstage, on TV, live in concert, etc.) the answer is YES.

As a singer (who never allowed his music to be enhanced and whose singing, even while moving around onstage for hours, etc.) the answer is YES.

As a man he had his faults, he was human, but when his life is put in context there is no doubt that inasmuch as a person can be....he was great.

However, Elvis always responded to comments about him being "great was" thank you, please pursue your own dreams and develop your own style, and (in response to fans saying he was the "King") Elvis replied "there is only one King and that was Jesus Christ".

This is a matter for individuals to make. My Mum and my Nan would answer "Yes". I on the other hand would disagree. It is also questionable what you mean by "the best"; do you mean the most successful or the generally better than all other 'rock artists'. It would also be wise to point out Elvis sung rock n roll, slightly different to your average 'Rock Music'.
