Sir Francis Drake was a privateer: & yes, that is a pirate by all except the spelling ! He made his living by raiding other ships on the high seas. A sailor of fortune you might say. (& with reference to the above Spanish I ain't !)
It's a matter of perception. The Spanish considered him a pirate. In England, he was a hero. Neither country had much love for each other back then.

Sir Francis Drake was a good captain for many reasons, for instance, in many battles all over the world he put himself at risk to save many other crue members. He also had very good tac-tics such as going out in a line with a fleet of ships instead of a big bundle in a group so this way they would not put risk there own ships by shooting them. This was used very effectively in the Spanish Armada. Although he killed many people, you had to this to prove his point and he saved England. Overall he was a good captain.
