From a very early age, provided it is properly cared for and has not been injured. Contact a local vet for advice, or a local bird rescue shelter. Be advised that you will be taking on a pet for life, as wild birds raised by humans cannot normally be released into the wild. If you are not sure about your readiness to deal with the matter, take it to a shelter.

depends the type of whale, gender, if it's pregnant and it's age EG. if a baby dies at a young age that means that the chain of that family will stop and that could be a problem because if that baby had a baby of it's own then that baby has another baby and so on. And if it was a whale with a baby the baby wouldn't survive without it's mother.

After this period, they are more capable of surviving on their own.
