The song is a double entendre. At face value it is talking about a man with exorbitant amounts of money who enticed her to be with him by trying to buy her love, but several parts of the song point to Lady GaGa actually talking about the brief time she was signed to the Island Def Jam Music Group; "Sometimes I feel so Def in the Jam." "Mr. California Paper Gangsta" may refer to L.A. Reid, who is reported to have discovered Lady GaGa. In other words, I think the song refers to the disappointment Lady GaGa may have felt after probably being promised the world by IDJ, and then subsequently being let down and released from her record deal shortly afterward.
