When this happened to me i thought it was a fuse too. I checked every fuse, 10 times and couldn't find a blown one. then a mechanic friend told me that the ignition locks in grand marquis are known for going bad. he told me spray WD-40 in the key hole and jiggle it around with the key in and you should be able to find a spot where everything turns on. It's only a temporary fix though.
