General Robert E. Lee was aware that he could not let the situation in North Carolina caused by Union troops to remain unchecked. Lee was aware that certain Union military operations conducted in North Carolina were a ploy meant to divert Confederate forces from his position in Virginia giving Union General Burnside a chance to march on Richmond, having fewer Rebel troops to defend it.A major part of his decision to send General Longstreet and two divisions was to prevent a most certain disaster for the South. That being the cutting of the rail link to Wilmington, North Carolina and South Carolina. He was guided in this position just by reading Northern newspapers that had already complained that the Lincoln administration had bugled the first Peninsula campaign, and therefore another failed attempt would be a political disaster in the North. Therefore he could spare troops to send south. Lee also expected that once Longstreet had reached his destination, Longstreet could send him supplies from that supply rich portion of the South.
