He didn't give Jonas a memory - Jonas already had that ability when he was born. It was because of that ability Jonas got chosen as Receiver of Memory - the Giver only encouraged him to develop it.

Gabriel was also able to see color since Jonas transmits a lot of wonderful memories to him. But other than that i think anyone who has light colored eyes has the ability to see color, or at least a jolt.
Jonas can only see the color red in "The Giver" because his society has chosen to eliminate color as a way of maintaining control and conformity. As he receives memories from the Giver, he begins to see color for the first time and realizes the beauty and depth it brings to the world.
