The primary difficulty in transferring records to a computerized system is getting the records from the medium they are on and into digital form. Perhaps they need to be scanned in. If they're all just "words" and "original format" can be fudged a bit, optical character readers (OCRs) can be used to "move the words" from paper or whatever into a digital character. Recall that a page of characters takes up quite a bit less memory than a page with a picture of those same characters on it. There are a lot of other considerations. Hardware selection (which computer and how many?) and, perhaps more importantly, software choice (lots of database management options) will have to be looked at closely. There are other considerations, but these rise to the top of the heap when looking at roadblocks in this kind of activity.
