Knives to carve and shape the wood. Bending and steaming equipment to form the woods. Clamps to hold the wood in shape as the glue dries. A drill would be useful. Small saws for the rough shaping would be useful. There are many other specialized tools that can make the work easier, such as a special router for putting binding on the edges, but they aren't required.
Pretty much the same way all stringed instruments are made. Wood is bent and shaped to make a sound box, typically in a figure eight type shape, but many shapes are possible and used. A neck is carved out of solid wood and attached to the soundbox. The fingerboard is made and frets put in place at the right intervals (a mathematical set up that creates the appropriate notes). And in tuners, a nut and a bridge and you are ready to string it up.
The only thing you need is an Ukulele! Some people use a soft pick with the instrument, most play with just their fingers. There are lots of things that will help, a tuner being the most important. Music, music stands, spare strings, amplifiers and pedals can all be a part of the equipment list.
