People may have their own personal interpretations of the lyrics but I am pretty sure he his referring to the Axis as enemies in war. Historically, WWI Axis v Allies. The 'bold as love' is depicting the spectrum of color/emotion that stands against great odds, "boldly" and the enemy is in respect to the front. I like to assume the significant other could be the enemy not letting one in until their boldness in love shines through. I dont think it is a matter of games in relationships, but actual human nature breaking to another and showing their true colors in a leap of faith, gift of love.

Jimi Hendrix has more of a fan following (people who actively purchase and listen to his music), where the Incredible Hulk has more of a household name (if you are talking about him, people will generally know what you mean without having read the Comic Book series or watched the movies). So I would say both are about equally as famous.
