Technical players focus or at least pay more attention to speed, accuracy, method and musical proficiency than perhaps a less technical player would.
Famous 'technical' players are most often seen as 'virtuosos', for example Steve Vai, Joe Satriani, John Petrucci and Paul Gilbert. Complex, fast and accurate playing make their playing more consistent and could be said to be a more mathematical approach to playing.
Less technical orientated players are usually appreciated more for the emotional 'feel' and melodical styles of playing over technical skill. A good example is David Gilmour of Pink Floyd who never plays particularly fast or complex parts but is appreciated for the tone and feel of his playing.
Many people think you are either a technical player or a non-technical player but there is no reason why both aspects cannot be present in a player's style to good effect.
