Well, who could explain it better than Axl himself? The song is about the girl Izzy used to be with that Axl was attracted to. But she found out it's not gonna work out. She was doing her things and Axl was so sad that he wanted to cry but the girl told him 'Don't Cry.' Later on, they wrote this song for 5 minutes.
The video was quite vague though and a bit irrelevant to the true inspiration of the song.
