She turns to look at Sir Lancelot riding by because she loves him.

She knows she'll die for looking so she leaves to finally see the world herself instead of the reflection in the mirror..

That's my interpretation but Alfred Lord Tennyson may have intended a different meaning

The Lady of Shallot may not leave the island because a curse has been placed upon her. She may not see the world directly, but can view it only through a mirror in her home. She does not know who cursed her, but she knows that the moment she looks at the world with her own eyes, not using the mirror, she will die.

Because the witch Morgana Le Fay was jealous of the lady's beauty and locked in the tower with the curse to not be able to look out of the window or she would die.

What time of day did The Lady of Shalott reach Camelot?

After she looked directly through the window and the curse had fallen on her, the Lady of Shalott in the island came down to the river and lay down on the boat in her trance at the closing of the day. She floated down to Camelot on her final journey through the noises of the night, leaves lightly falling upon her all the way. When the dead and still Lady of Shalott reached and floated by under the tower and balcony and between the high houses of Camelot, the sound of royal midnight revelry died in the nearby lighted palace, and seeing the drifting body, they all crossed themselves for fear. Therefore it can be logically assumed that it was during the midnight that the gone Lady of Shalott reached Camelot.

Why does Lancelot sing Tirra Lirra in the Lady of Shalott?

It is not for certain why Lancelot sings Tirra lirra, however, he may be singing to his lady, Lady Guinevere for in earlier stanzas Tenyson states that "a red-cross knight for ever kneel'd to a lady in his shield". He could also have been singing to pass the time on his way to Camelot.
