A pad will also make it quieter, it sounds like the drum but only muffled. It's recommended that with a pad to use drumsticks and not brushes.
Beater pads will make the drum head last longer. So if you like the head you got, use a pad.

If the drum pad is not responding at all, you will need to buy a new drum pad from eBay or another seller. Rock Band does not sell replacement parts.

On the soundboard there are multiple plug inputs. One for snare, bass drum, cymbols, etc. The "drum" itself doesn't make the noise but rather the input. You could plug a cymbol into the snare input and you would still get a snare sound. The soundboard just senses the initial impact and amplifies it as a drum piece.
