I believe the 4th person on the cover of the Bee Gees 1969 Best Of album is Colin Petersen - the band's drummer and a full member of the band from 1967 to 1969. Guitarist Vince Melouney was also a full member of the band from 1967 to 1968, but it is unlikely he would be pictured on an album released in 1969. There are a number of photos on the "Official Bee Gees Web Site". For example: http://beegees.com/look/gallery.lasso?img=beegees_48_500x357.jpg Compare this with the cover photo on the Bee Gees Best of album. Although not conclusive, they look pretty similar to me.
There are 3 brothers in the Bee Gees: Barry, Robin and Maurice Gibbs They had a fourth brother, Andy who has also passed, who was NOT a member of the group, but of the family.
