The difference is the amount of strings. A six string doesnt have better chords than a twelve stringed. The twelve string sounds much more rich and has a unique sound, along with more chords to play.

It's best to start with a 4 string. The fifth string is more for the advanced player. You can learn on a 5 string but the strings are closer together therefore harder to play and you'll find you won't use the b string all that much if at all. If you've been given a 5 string bass, you can still use it but I wouldn't suggest buying one as a first bass.
Not necessarily, whether or not a person should be playing a 5 string bass is totally subjective. For some people, beginner or not, that extra string can be too much. For others an extra string isn't going to be much more difficult than a 4 string bass. What it really comes down to is personal preference, if a beginner bass player wants to play a 5 stringer than why not?
