Absolutely not. The upper 50 states all run off of the same system. If your license is suspended in the state of your primary residence, you cannot get a drivers license in any other state until your status in your primary state changes. This even applies if you change your state of residence.
There is a variety of different Funko Pop! Vinyl series, each with their own unique numbering system, i.e. POP! Marvel currently goes to 53, POP! Game of Thrones is up to 24 etc. .
Any state can suspend your license if you were driving on their roads. For instance, my license is an Indiana license. Michigan can't suspend my license because they don't have jurisdiction in Indiana. Michigan can, however, suspend my license if I was driving on Michigan's roads.
You can not legally drive a car if your license is suspended. So you will not be able to rent a car from anyone. That's not really true. Car rental companies don't really have a system to check the status of your driving record. Although yes it is illegal, its not impossible to get car on suspended license. Example: My mother rented car in TX and was pulled over and officer told her her license was suspended from VA. She didn't knowingly drive on suspended license. No ticket was given because she was out of state driver.
Most Florida counties participate in a statewide online payment system, so if all you want to do is pay the ticket, you don't need to contact anyone. Use the first related link below to find the online payment website (under Statewide Online Payments, click Pay Traffic Tickets Online) to see if your county participates. Or scroll down to your county to see which courts have their own local online payment systems. Bear in mind that paying online requires you to plead guilty to the offense, and it also usually requires a small service or convenience fee. If your county doesn't have online payments, or if you don't want to use the online system, check the court website or contact the court clerk for the county or city in which you got the ticket. The court should be printed on the ticket. You can find all Florida court contact information at the second related link below. Just select your county for a list of all courts in that county. If the court has a website, there will be a link to it; instructions for paying tickets are often found on court websites.
Illinois never used a county code system

France issued plates for motorized vehicles in 1893. In the US, New York was the first state to require license plates, but they were furnished by the owners and instead of a numbering system, displayed the owner's initials. In 1903, Maryland had the first state-issued plates which were made of porcelain.
