Not enough info given in order to answer - however - if you violated your parole then you did not complete the terms of your sentence, just the same as if you had escaped from jail or prison, and are subject to arrest as a fugitive from justice.
Yes, all they have to do is identify the driver and the violation. They technically don't even have to stop you if they can meet those two conditions(identifying driver and violation), they can file a citation with the District Magistrate and you would receive it in the mail. It doesn't matter if they are off duty.

It is impossible to say what the judge in a case will decide. The maximum penalty would be to be returned to prison to serve the remainder of your sentence.
The penalty for absconding in any jurisdiction is violation and revocation of parole. Parole absconders may be charged with absconding or escape. It would depend on too many variables to say which is most likely.
In Pennsylvania, absconding from state parole can lead to various legal consequences, including a parole violation hearing. While there may not be a specific "new charge" for absconding, it can result in additional penalties, such as extended incarceration or a longer parole period. The consequences depend on the individual’s circumstances and the discretion of the parole board. Always consult a legal expert for the most accurate and current information.
There are no "Mileage limits" from any state! It depends on the severity of the crime as to whether or not a state will extadite. As a special transport officer, I escorted a prisoner from Hawaii to PA. for a parole violation.
A convicted felon in possession of a firearm can be charged with a violation of FEDERAL law, as well as state law. Typically 5-10 yrs, but depends on record, actual charge. The Federal conviction allows for no probation or parole. See an attorney in your state for advice.

The Pennsylvania Board of Probation & Parole does not fall under or answer to the Dept. of Corrections. The Parole Board answers to the state senate for funding purposes and is under the direct control of the Governor. Local probation offices answer to the President Judge of the county except for two counties in PA which do not have their own county Probation Departments. In those two counties the PA Board of Probation & Parole supervises the county probation or county parole cases.
