As most are custom built; it can vary from a small, hand pumped table top organ (a portative) to extremely large installations weighing many tons and taking up more space than a 4 bedroom house.

It depends on the size. You might be able to get a simple two manual console for $30,000 US. You might want to contact a local organ builder / maintenance man and see if he has a used console that can be re-fitted to work with your organ. Great savings can be accomplished this way. A refinished console shell with new or rebuilt keyboards and stop controls can look, feel and perform as well as an entirely new console.

How many pipes per rank in a pipe organ IOW an organ with 14000 pipes would have how many ranks?

IOW? A rank can have anything from 49 to 97 pipes depending on whether it is a straight or unit rank. There are even some short ranks that have fewer than 49 pipes. Ranks in the pedal divisions will have 32 pipes in a straight organ and that number plus multiples of 12 in a unit organ. As for the 14,000 pipe organ, a rough idea will be that number divided by 61. It's probably around 250 ranks when you take into account pedal ranks.
