An engineer is usually someone who has a specific degree in engineering, such as a construction engineer, which works out the design and construction of a building, but also takes into consideration the strengths and weaknesses of the materials used, load bearing capacities, etc. There are engineers for every field of endeavor. I'e., electronics engineer, broadcast engineer, structural engineer, highway engineer, etc.

A contractor is usually the company that takes the requirements and design as set forth by the engineer and creates the end result, such as a building, bridge, highway.

More than one engineer or contractor can be involved in the completion of the project, as their disciplines and specialties are varied. The engineer or contractors hired to complete the project will usually have experience in a particular field of work that involves multiple disciplines.
