A cruiser stern hangs over the water past the rudder of the vessel and is rounded. A good example of this would be the RMS Titanic, or (for a more modern vessel which is still afloat) the S.S. Empire State 6, the training ship for SUNY Maritime College.

A transom stern is not rounded. It's a straight "flat" stern and sits directly over the rudder. This is the design you see on containerships and tankers today. It uses less steel and doesn't effect the efficiency of the vessel when underway.
