Soprano: flute, piccolo, oboe, clarinet, soprano saxophone. Alto: english horn, alto saxophone. Tenor: tenor saxophone, alto clarinet (despite its name, it is usually used as a tenor instrument). Bass: bassoon, contrabassoon, bass/contrabass clarinets, baritone saxophones. Of course, since woodwind instruments typically have a greater range than human voices, there is considerable overlap between parts. Bassoons frequently play the tenor part, and clarinets often play the alto part.
The baritone part is the part between the tenor and bass. In other words, it's a low tenor/high bass. to be more accurate...it is the part between the LEAD and the bass. The traditional lineup in a SGQ is Tenor, Lead, Baritone, Bass. Some famous baritones are Mark Trammell, Mike Lefever, Johnathan Parker, Rodney Griffith, and Mark Lanier

To answer the question, the higher voice is the Tenor voice. The ranges for the most common ranges are as follows from low to high : baritone, bass, tenor, alto, soprano. Now, there are more complicated ranges out there that can confuse you such as mezzo, coloratura and so on. But the simplest answer for your question is that tenor voices are higher than bass voices but there are some male voices that range from bass to tenor and even alto as well as some that range from baritone to tenor.

The main thing between tenor and mezzo-soprano and tenor is the gender of the singer! Tenors are male and mezzo-sopranos are female. In terms of absolute pitch there is quite a difference too as the female voice sings generally an octave above those of men. As far as the order of voice types go, a mezzo-soprano lies between the highest general category of female voices, the soprano and the lowest, the alto. Bridging the gap between female and male voices is the counter-tenor (a male voice type) who sings in falsetto and has cross over in range with the bottom of the female range (and, in fact, much of the female range when the counter-tenor, or even, male-soprano has an extreme extension at the top). Below counter-tenor lies the tenor, the highest of the "full voice" male voice types.
The main 4 voice parts in order from highest to lowest are soprano, alto, tenor, and bass. Soprano and alto are sung by women, and the tenor and bass parts are sung by men.
The two main male voices are tenor and bass. Baritone is somewhere in the middle. Then there's a countertenor, which is an exceptionally high tenor voice, and basso profondo is an extra low bass.

For post pubescent voices they are known by the acronym STAB. From high to low pitch they are Soprano (F), Tenor(M), [contr]Alto(F) and Bass(M). There are two further groups of Baritone, between Bass and Tenor, and Mezzo Soprano, between [contr]Alto and Soprano. Pre-pubescent voices in both genders are known as trebles. Falsetto is a quirk of nature where a tenor can octave shift, example Barry Gibb, Frankie Valli. Unlike castrato which was brought about by genital mutilation.
