The only official self evident continuous authenticating history book, aka, "The Holy Bible" records the divine breathe word of God in (Genesis 1:26-31) which states that in the beginning God made man. Man was created and equipped with the human voice by way of vibrating vocal cords which resulted in the existence of the first instrument that can make an unlimited variety of sounds. As a matter of fact, every sound that the human voice has already made, is only reproduced by a mechanical or man-made instrument.

The ocarina is a very old family of instruments, believed to date back thousands of years (the first known ocarina-like instruments appear about 12000 years ago). Of course there would still be music without instruments. You can sing without instruments. This type of music is known as a cappella or you could whistle a tune.
