The horizontal IC, controls the frequency and timing of the horizontal lines of a Cathode Ray Tube TV. It makes a sawtooth waveform, which is applied to the horizontal deflection coils at the neck of the tube. So that the line starts at the right time, sync pulses keep everything in step, so that the picture is centralized. Digital TV's that use flat panel LCD/plasma/oled, do not need to do this, as the pixels are addressed digitally and directly.
